Minimum Operations to Set Alarm Time

Given a current alarm time and a target alarm time in HH:MM format, calculate the minimum number of scroll/shift operations needed to change the alarm. Hours (0-23) and minutes (0-59) can each be incremented or decremented cyclically, and you should return the total minimum number of operations required to reach the target time from the current time.
