Leetcode 3204. Bitwise User Permissions Analysis

Given an array of integer bitmasks representing user permissions, analyze and answer queries like counting users with specific bits, detecting overlapping/conflicting permissions, or finding masks that are supersets/subsets of a target. Implement efficient bitwise operations, bit counting, hashing and subset/superset enumeration to handle many users with a limited number of permission bits.
